
About the New Year Honours List for 2025
The New Year Honours List is a longstanding tradition, celebrating individuals who have made remarkable contributions to their fields and communities.
Each year, it highlights exceptional achievements and services that make a difference across the UK. The New Year Honours List for 2025 is no exception, and Oxfordshire is well-represented with a host of honourees recognised for their outstanding work.
Amongst them is a Damehood for Professor Alison Mary Etheridge, a Professor of Probability, University of Oxford, and a Knight Bachelor for Andrew Haines, Chief Executive Officer of Network Rail.
Also on the list are Rt Hon Tim Eggar, chair of the NSTA from 2019 until September 2024, Dr Paul Anthony Chapman Academy Director at Oxford Saïd
Business School, and Michael Vaughan Cooper, a Director at DEFRA.

Professor Alison Mary Etheridge is a renowned mathematician and Professor of Probability at the University of Oxford, with joint appointments in Mathematics and Statistics. Her research focuses on probability theory, mathematical population genetics, and ecological modelling, particularly in spatially structured populations.
She completed her DPhil at Oxford in 1989, followed by academic roles at Cambridge, Berkeley, Edinburgh, and Queen Mary University before returning to Oxford in 1997. Her influential work has earned her multiple accolades, including Fellowship of the Royal Society (2015), an OBE for services to science (2017), and election to the American Academy of Arts and Sciences (2023).
Professor Etheridge has held significant leadership roles, including Chair of the Council for the Mathematical Sciences, and is the inaugural President of the Academy for the Mathematical Sciences, announced in 2024.
Reflecting on the recognition, Professor Etheridge said: “This really is a huge honour and it’s taking a while to sink in. It has made me appreciate how lucky I have been to have the support of family, friends, students, and colleagues in and beyond Oxford. And of course, it has been a huge privilege to spend so much of my career in the University of Oxford.”

Andrew Haines joined Network Rail in August 2018 and has since transformed the organisation to prioritise passengers and freight users. He has worked to make Network Rail more approachable, efficient, and dependable – an industry leader that employees are proud to be part of.
Andrew introduced a passenger-first mindset and launched a programme that has created 14 new routes supported by five new regions. This structure fosters deeper devolution and ensures Network Rail’s 43,000 employees are more closely aligned with the needs of train operators, passengers, and freight users.
Before joining Network Rail, Andrew served as Chief Executive of the Civil Aviation Authority from 2009, following an extensive career in the rail industry. His previous roles include Managing Director of South West Trains and Managing Director of the Rail Division at FirstGroup plc.
In addition to his work at Network Rail, Andrew was tasked with establishing interim arrangements for the creation of Great British Railways, following the publication of the Williams-Shapps Plan for Rail in May 2021.

Mr Eggar served as Chair of the North Sea Transition Authority (NSTA) from 2019 to September 2024, guiding the authority through significant changes. His tenure included renaming the organisation, embracing an expanded role in the energy transition, becoming the carbon storage licensing authority, and increasing emissions monitoring.
Under his leadership, the NSTA conducted multiple oil and gas licensing rounds, launched the UK’s first-ever carbon storage licensing round, and assumed responsibility as the offshore hydrogen storage and transport regulator. He worked under five prime ministers, eight energy secretaries, and seven energy ministers during his time at the NSTA.
